Development Industries, New Long Beach Courthouse - Long Beach, CA
'ENR 2014 Global Best Project, Government Building Category'
Development Industries, Inc. provided Independent Quality Management throughout design and construction on the recently-completed New Long Beach Court Building (now known as the Governor George Deukmejian Courhtouse), a new $490 million, state-of-the-art court facility for the State of California Administrative Office of the Courts. The project is the first social infrastructure P3 (public-private partnership) project in the United States procured and built under the principles of “Performance-Based Infrastructure” (PBI). It was also recently recognized by Engineering News Record (ENR) as the 2014 Global Best Project in the Government Building Category.
The new courthouse opened in Fall 2013 and provides space for a high volume of criminal, traffic, civil, and family judicial proceedings in the Superior Court of California, County of Los Angeles. Encompassing two city blocks, the project includes 31 courtrooms, with accompanying holding cells, administrative office space, and secure parking. The Project also includes office space which will be used by the County of Los Angeles, additional office space to be made available to commercial tenants, and space for retail tenants.
The new Long Beach Courthouse is the first state project to embark on a "performance-based infrastructure" agreement. In this public-private partnership (PPP), the state has entered into a 35-year service agreement with the private team, Long Beach Judicial Partners, and will make payments based on the success of the building's operation and maintenance.
